Can the North American Union or Security Prosperity Partnership be stopped?

I have read a great deal on the NAU. I believe it is too late to stop it through legislation. I do not believe that US citizens are going to take it laying down. Our Country has been threatened before and We, the People will once again show why we are the land of the free, and the home of the brave. The people in Texas are already protesting the super Highway which will bisect their State, I think that is where it will start, in Texas. Make no mistake the North American Union is real and it is already happening.
